Yemen Red Sea Ports Corporation participated in a workshop held by the Ministry of Civil Service and Insurance at the Ministry's general office on the importance of implementing the unified salary statement system and linking its issuance to the central database and the unified salary statement database.

At the opening of the workshop, which was attended by the President of the National Anti-Corruption Authority Judge Mujahid Ahmed Abdullah, Deputy Minister of Civil Service Abdullah Al-Moayad, Dean of the National Institute for Administrative Sciences, Dr. Mohammad Al-Khaled, and the Undersecretaries of the Civil Service Ministries for the Wages and Budget Sectors Yahya Al-Amir and Information Technology Muhammad Abu Talib and the Undersecretary of Industry and Trade Abdullah Noaman.

The Minister of Civil Service and Insurance, Mr. Salim Al-Maghales, indicated that the workshop comes in implementation of the directives of the Supreme Political Council related to the application of the system for issuing the unified salary statement and linking it to the central database of all state units, agencies and institutions.

And stressing that the application process is an urgent necessity to preserve the employee's functional and financial rights.. He reviewed the advantages of the system as it represents one of the components of the human resources system, which is a flexible and scalable system that keeps pace with modern management methods.

He also pointed out that the application of the unified salary statement system does not conflict with the independence of the units and does not limit their validity guaranteed to them under the laws and regulations of their establishment.

The Minister of Civil Service clarified that there is confusion among some that the ministry's procedures may cause a reduction in the salaries, incentives and entitlements of employees of economic and independent units and unify them with the employees of the state's administrative apparatus.

He also stressed the interest in the job cadre, as the Ministry of Civil Service is concerned with protecting the interests and entitlements of state employees and is also concerned with improving their performance, training and qualifying them within the framework of its supervisory and control role on everything related to the inputs and outputs of the public job.

Minister Al-Mughals spoke on the factors that hinder updating the data and correcting the imbalances, foremost of which are the abuses and violations that were previously carried out due to the lack of intention to implement reforms and implement the law, as well as the lack of awareness among the public service units of the laws, regulations and regulations enforced by them and their failure to correct their imbalances and update the data of their employees.

He stated that the ministry is implementing a unified automated system that serves the entity and ensures the updating and flow of data to the central database in the ministry. At the same time, it is working on automated systems and updating them, and linking the salary statement data automatically with it, such as the data of retirees and insured persons with the General Authority for Insurance, in order for the authority to obtain insurance contributions and end cases Double insurance.

According to the Minister of Civil Service, these automated procedures include the system of fatwas issued by the ministry, settlements, bonuses, and employment, stressing the need for all data to be present with the civil service in order for the system to work positively.

The Director of Budget at the Ministry, Ahmed Abdo Hezam, reviewed the procedures for applying the issuance of the unified salary statement and linking the issuance of payroll statements automatically to the two databases of the salary statement and central data through the network connection, which is in the interest of the units and employees.

Deputy, Budget Director Adel Al-Shamahi reviewed the acquired legal benefits for the employees and the powers and independence of the units, while the head of the database team, Engineer Yousri Al-Qudsi, gave a technical presentation of the system.

The workshop was attended by the Yemeni Red Sea Ports Corporation, Deputy Director General of Human Resources, Mr. Abdullah Abadi, Director of Information Systems Department, Engineer Bassem Lotf, and Head of Networks Department, Eng. Tariq Al-Shuaibi.

Deputy Prime Minister for National Vision Affairs Mr. Mahmoud Al-Junaid stressed the importance of the pivotal and vital role of the transport sector in its various fields in developing the national economy and moving the wheel of development.

During a press conference held by the Ministry of Transport in Sana'a, Al-Junaid pointed out to the destruction that the ministry and its affiliated sectors were subjected to by the US-Saudi-Emirati aggression coalition to disrupt the vital role of this sector and the air, land and sea navigation services it provides at the local and international levels.

And he valued the efforts of the leadership of the Ministry of Transport and its affiliated bodies and institutions in setting up a journalist aimed at exposing and exposing the crimes of the aggression coalition in destroying the capabilities and wealth of the Yemeni people.. He stressed that the international and international silence on the crimes of aggression and the siege against the Yemeni people is evidence of complicity and participation in those crimes.

Al-Junaid praised the efforts made to maintain the technical and professional operational readiness of the transport sectors, stressing the interest of the revolutionary leadership and the Supreme Political Council in the transport sector, as it is one of the most important economic sectors.

Meanwhile, Minister of Transport General/Abdul Wahab Al-Durra revealed that the total initial damages and losses caused by the US-Saudi-Emirati aggression and blockade from March 2015 until June 2022, in the land, sea and air transport sectors, amounted to 12 billion and 318 million and 628 thousand dollars.

He stated that the damages and losses inflicted on the transport sectors as a direct result of the aggression included all infrastructure, electronic and modern technical devices of all kinds and specializations, equipment, heavy machinery and electrical systems at airports, sea and land ports.

He explained that the airports of Sanaa, Taiz, Hodeida and Saada were subjected to systematic and deliberate destruction by the aggression, which included buildings, runways for aircraft, navigational devices, radars, communication and communication devices and others, which led to the complete exit of the airports of Taiz, Hodeida and Saada, stressing the restoration of the operation of Sana'a International Airport with the efforts of cadres and expertise Yemeni.

The Minister of Transport pointed to the need to allow entry to the equipment and equipment necessary for the safety of civil aviation and meteorology, as it is one of the most important conditions for the safety and security of passengers and civil aviation.

The Minister of Transport renewed the demand of the United Nations to quickly open Sana’a International Airport and all airports and ports of the Republic of Yemen without conditions or restrictions and to neutralize them from targeting as civilian objects, in addition to lifting the hand of the occupier from all airports of the Republic and not using them as military bases and barracks.

He explained that the port of Hodeida was destroyed in all its vital and important facilities in maritime navigation, foremost of which are bridge cranes, equipment, technical devices, berths, hangers and boats that it was relied on to receive various ships, including cargo container ships.

Minister Al-Durra indicated that the land transport also had its infrastructure and technical equipment destroyed, which included (Al-Twal,) land port and other vital land ports, heavy freight carriers and mass transit.

Deputy Minister of Transport Mr. Mohammed Al-Hashemi confirmed that the US-Saudi-Emirati aggression, sought by intensifying its attack on the various transport sectors, to paralyze air, sea and land navigation, considering transport the lifeblood of society.

He spoke on the role of the transport sector and the services it provides in all fields, pointing to the keenness of the revolution leadership, the Supreme Political Council and the government to develop the transport sector through plans, programs and qualitative studies for strategic projects included in the National Vision for the year 1444 AH.

The President of the Civil Aviation and Meteorology Authority, Dr. Muhammad Abdul-Qader, stated that air transport was the first target of the aggression coalition’s aviation, as Sana’a International Airport was targeted on the night of March 26, 2015 with nine direct raids, which included the halls and the main runway for landing aircraft.

He pointed out that the airports of Taiz, Hodeida and Saada were directly destroyed, which led to their departure from operational readiness.

He praised the efforts of the authority's cadres in rehabilitating Sana'a International Airport and operating it technically and professionally to provide its navigational services in accordance with international requirements and the ICAO International Aviation Organization.

Meanwhile, the head of the Land Transport Regulatory Authority, Mr. Walid Al-Waadi, confirmed that land transport is one of the sectors that have been most destroyed by the coalition of aggression, especially the vital land ports and their transformation into camps belonging to the aggression and its mercenaries.

The Vice-chairman of Yemen Red Sea Ports Corporation, Mr. Zaid Al-Washali, reviewed the services provided by the port of Hodeida, despite the scarcity and lack of equipment and technical devices needed to receive and unload ships. Pointing out that the port equipment and devices affiliated with the Corporation were destroyed by the coalition of aggression.

According to a statement issued by the Ministry of Transport and its affiliated bodies and institutions, the initial damages and losses in the air transport sector represented by the Civil Aviation Authority and Meteorology and the Yemeni Airlines and Al-Saeeda Airlines amounted to six billion and 621 million dollars, while the damages and losses in the maritime transport sector represented by the Yemeni Red Sea Ports Corporation and the General Authority For Maritime Affairs, four billion and 872 million dollars.

The statement stated that the damages to the land transport sector, represented by the General Authority for Regulating Land Transport Affairs and the Local Corporation for Land Transport, amounted to 824 million and 595 thousand dollars.

He called on the international community and international and humanitarian organizations to assume their responsibilities in alleviating the suffering of the Yemeni people, stopping the aggression, lifting the siege imposed on them, and enabling them to use and operate their facilities and service facilities.

He indicated that the Ministry of Transport and its affiliated bodies and institutions have prepared emergency plans to restore technical readiness to a minimum, relying on national capabilities and competencies, which have achieved technical and professional achievements in providing air, sea and land transport services.
